Unlike with Playstation and Xbox, the Steam version has to be online to get achievements. So, you can't go offline and change the clock.
However, you don't have to. Just log into Steam, change your computer's clock to July 4th, and play a level of the game. The achievement will pop after you finish all 3 rounds.
