Have a ship from the Sailing Shipyard (Schooner, Gunboat, Frigate, Clipper or Ship-of-the-line) sail next to an island with flamethrower tower, declare war and see your wooden ship burning and your achievement pop.
Pirates dont have it, so look for an NPC player.
