Start a custom game with custom rules, like 3 strongest AI player, worst strating conditions, deadliest pirates, no neutral NPCs, and set a goal that can be achieved quickly. Most populat is population target a few 1000, that can be reached very quickly and AI players not very population focused in their growth, so most likely you get it 1st and win.
