Campaign related, easy to miss. You have to finish 2 quests before the campaign final quest called "Final fight".
Beware, the escort the ship to the queen quest could take you through the ship you have to sink for "Final fight", if so, let the escorted ship go alone, and dont agro the ships for the final quest with your owns ships. Either the ship pass safely and quest completed, or they attack and sink the ship, and after some time it repops at an another place and might be able to escorted to the queen without aggroing final quest related ships.
