The wording is a bit confusing on this one, But you need to complete a special transport delivery with 10 different cargo types. Doing a Special Transport mission with a repeat cargo will not count. There are more than 10 types so you can avoid any you don't like, such as the Wind Turbine Blade, which has a very long rear-steer trailer.
