This achievement is incredibly easy. Start ANY heist on at least HARD difficulty . Break Stealth if needed, and wait for the Police Assault phase. Wait near Air vents, cars or alleyways for a cloaker. They are mainly distinguishable by their green Night-Vision goggles. Do not kill it, and let it run at you and take you down.
