"Talc Powder" can be delivered FROM the NAMIQ area at Butte. Bozeman seems to work too. You don't need to deliver it to an area in Montana, you just need to deliver it from Butte or Bozeman (north area).

"Silane" can be delivered FROM the CHEMS area at Butte. You don't need to deliver it to an area in Montana, you just need to deliver it from Butte.

The Bull Mountains coal mine (NAMIQ) is north of Billings and you have to deliver cargo which can be bulldozers, backhoes, roadrollers, tractors, etc. count for this.
