There are a total of 4 vans that need cut open and 6 extra prisoners to zip-tie. This can be completed easily solo by taking the Forced Friendship skill, to increase your starting ties from two to six, or with every ammo box (not ammo bag) pick-up there is a small chance to acquire another zip-tie.
