Doctor Bones is a rare spawn in the surface jungle OR underground jungle (same rate) at night.
He will spawn more frequently in pre-hardmode & classic mode as there are less other things trying to spawn.
Use a water candle and battle potion for more spawns (more spawns, more chances).
Create spawning grounds (a bunch of rows of mud basically) for increased spawn rates.
