to unlock, you need to pay the new battery bums until they pay out with a pedestal item 5 times.
they're just like the other beggars, holding a sign with a ¢ symbol, only these ones have a white spike/mohawk on their head. same as other beggars, walk into them to pay them 1 cent at a time until they eventually drop a pedestal item and disappear
