I have done this achievement by using a bio-bomb on an officer that's in a truck carrying 6 of them.

There was another one driving right besides it, so that might have made the chance for the achievement to pop bigger for me, alongside having the predator upgrade that makes the radius bigger, but it shouldn't be too hard to get nonetheless
