Talk to Georgius, whose shop is next to Vergil's.

Ask Fabia who is threatening Vergil
It's possible Vergil is scrubbing away at graffiti you can translate (Graffiti 3/11) at his shop. Next, go up the stairs to the left of his shop and make a right into the building behind it. Pick up the sponge on a stick to unlock:
There are three graffitis here:
- In the middle of the left wall where you came in (Graffiti 4/11).
- In the right corner of the far wall (Graffiti 5/11).
- To the right of the Golden Statue on the right wall (Graffiti 6/11).
Next, return to the stairs and jump over the wall. Save and make a left and carefully round the corner, read the note on the wall by the door to the shrine. Now save and attempt to go down the steps. You'll get stopped by Fabia. Use these dialogue options:
- "How is this my problem?"
- "Just callous. Good luck!"
A few seconds later, you should unlock:
CallousAllow Fabia to die in the collapsing temple
Reload your save, then get stopped by her again, this time selecting:
- "I'll get right on it."
- "Did you hear that?"
- "I heard a voice whisper, 'No!'"
- "Do not go in there!"
- "Just trust me."
- "Wait, who are you?"
New Lead:
Intruder
Confront the armed man entering the city
Continue forward to the Roman Baths. You get stopped by the Armed Stranger. Select this option:
- "'Yes. I saw him worshiping in a small round shrine just inside the city. Second building on your left.' (Lie)" (4/10).
When he dies, you should unlock:
NOTE: While directly killing people breaks The Golden Rule, killing them indirectly (which we just did) does not. This resolves Intruder.
Head over to Equitia and talk to her. She may be talking to Horatius.
- "I've been asking people about how they wound up here, trying to find a pattern..."
- "Some people mentioned a river."
- "Some people mentioned an encounter with a stranger on the riverbank."
- "Some people mentioned memory lapses."
- "That's right."
- "She was wearing a hoodie. How could you have known that?"
- "Alright, I'll meet you in the baths."

Meet Equitia in the baths
Follow Equitia to the baths (where you met the Assassin). You can press to move automatically; however, be careful not to fall in (like I did). If you do, the stairs are right behind you. Talk to Equitia again.

Talk to Fabia in her bakery, which is between Lucretia and Desius.
- "He had a tragic accident in that shrine."
- "'No.' (Lie)" (5/10).

- "How did you end up here?"
- "I'm sorry to hear that."
- "Do you know a way out of here?"
- "What do you think about The Golden Rule?"

Investigate Domitus, Horatius, and Rufius
Return to the shrine that collapsed on the Assassin. Take the Wooden Bow, Bounty Notice, Fletched Arrows, and denarius. This resolves Straight As An Arrow. Next, run through the Forum. Hopefully, Desius doesn't stop you. If he does, reject his offer. We're not ready for him yet. Take a left and go up the stairs all the way to the top, then make a right and run across the bridge. Continue up the stairs, taking a right when they end. Octavia stops you.
- "I'm fine, thanks."
- "What's your story?"
- "How did you end up here?"
- "Let's hope so."
- "Let's talk about something else."
- "Do you know a way out of here?"
- "Thanks, I'll look into it."
- "What do you know about The Golden Rule?"
- "Seems that way to me."
- "Oh, there's going to be some divine intervention, alright."

- "I'm looking for a Roman plaque that was removed from the obelisk. Can you tell me where that is?"

The Roman Plaque
Follow Octavia to see where she prays
Search Octavia's home for the Roman plaque
Let's follow Octavia all the way through the caves until she locks the gate behind her.
Head back up to the amphitheater. While heading back, you can turn right and descend two flights of stairs. Go past the statue in a dress that looks like she's running and you'll find a damaged shack on the right with a chest inside. Loot the chest for denarii and a Bottle of Wine. Return the way you came, making a right just before you reach the amphitheater, and go up the stairs, stopping at a statue strapped to a wheel. This is Ixion. Look at it, look away, and look back. The statue is now looking directly at you (Underworld 1/4).
Go through the amphitheater down the stairs, and make a left to talk to Duli.
- "What's your story?"
- "What did you do?"
- "Did someone think you were going to steal?"
- "Is that all?"
- "A 'liability'?"
Take the note and continue with the conversation.
- "It says they caught you trespassing several times, and they locked you up to stop you from breaking The Golden Rule."
- "What treasure?"
- "If you give me the key, I can find out what it unlocks."
- "Let me talk to the Magistrate about getting you out of here."
- "Then maybe it's time we had a new magistrate."
- "I'll see what I can do."
- "Do you know of a way out of here?"
- "That's not what I said. I asked if you know a way out of here."
- "Never mind."
- "What do you think about The Golden Rule?"
- "I'll be going now."
Now we can start clearing out leads.

Get Duli's key to the upper cistern by releasing him from the cage

It was about here when I heard the whispers.

Return to Equitia.
- "Can I ask you some questions about escaping the Underworld?"
- "I heard some more whispers..."
- "Perhaps. She said, 'Wade against the current' and, 'Her tears run through the city' and, 'She weeps where the water flows.'"
- "I was hoping you could tell me what it meant."
- "Alright, I'd better get back to it."
This completes Divine Intervention.
Now, some people may have this achievement already, but unless you speak to Domitus and purchase the key (you probably don't have 1,000 denarii yet), you have to return to where Ulpius jumped in order to enter Malleolus's villa. Stand where you saw him jump, and jump into the pool. You know you're in the right spot if the camera changes to look directly at the pool. This should unlock:
This resolves The Locked Villa. Talk to Malleolus.
- "So, you're Quinctius?"
- "You have one green eye, and one blue eye, just like the description in this execution order from Emperor Nero."
- "I can't prove it's you, yet. But I will."
- "I want you to withdraw from the election."
- "What's your story?"
- "What will you do if you win?"
- "How will you do that?"
- "I'm pretty sure The Golden Rule is definitely real."
- "What would it take to prove to you it's real?"
- "Even if I can't prove it, if I'm right, then accepting it will avert disaster. If I'm wrong, then accepting it will make the city a better place. Isn't that a good thing?"
- "I can see nothing I say is going to convince you."
- "Do you know a way out of here?"
- "Any idea where I'd find a Roman plaque?"
- "I'll be going now."
Grab the Key to Malleolus's Villa to the left of the door and unlock it to leave. The key also unlocks a door upstairs, but we have no reason to go there at this time.
Next, head to the Slums and talk to Livia.
- "What's your story?"
- "I'm sorry, I have no idea what that means."
- "Do you know a way out of here?"
- "I figured it out. I know where we are."
- The Underworld."
- "You were."
- "Sure."
This completes Pandora's Box. And, with that, it's time to break The Golden Rule for the first time. You can press to view the journal, scroll to Dying Gasp, and either press or click on it with your mouse to track it. Go to the marker and steal the silphium resin.

Follow the Magistrate back to his shrine and use his portal again
Now we need to run back to the shrine. But first, since the Golden Rule is already broken, make a pit stop in the short tunnel where the campfire is. The door may or may not still be blocked by the Golden Statue there. If it is, you can shoot it. Try not to use too many bullets, however. Or, as a friendly reminder if you're using console commands (~), the cheat is "give ammo # (replace # with the amount you want)" Go through the door and loot the chest for 4,000 Denarii.
However, that doesn't count as stealing, so before finishing the loop, stop at the Slums (very next right). Head through the tavern, up the stairs, and around the corner through the curtain. On the far end of the desk on the right is a key. Steal it and use it on the chest in the room to steal Aurelia's diary and another 2,000 denarii. If you're playing without cheating, you should unlock: Grave RobberSteal 2000 coins after the Golden Rule is broken

On your way out of here, head up the stairs on the left and enter the room on the right. Read the Incomplete Note on the desk on the left.
