The achievement is not correctly explained in the description. What you actually need to do, is to go to the character equipment terminal, in the space rig, and buy all primary and secondary weapons for any character you want. To buy the weapons, you will need to complete the assigment for all weapons of that character and then, buy the weapons with money and resources. Once you do this, the achievement should pop up.
