- Go to the "Carnival" (East of Nashkel)
- Towards the center of the Carnival is a halfing named 'Zeke'
- Speak with him and refuse his offer to a buy a scroll for 500 coins
- Cast the 'Stone to Flesh' scroll on the statue to his north and the achievement is yours.
