In the Great Campaign, play the Dwarves. Occupy Karak Kadrin and upgrade the city to level 5 when you have enough growth in the region.
When the city is level 5 you can construct the Great Slayer Shrine of Karak Kadrin. After the building is finished, the achievement will unlock.
