The 'Destroy Debt' upgrade is one of the temporary boosts that you get from the floating red balloons. The screen changes and you click a giant money bag until it explodes, destroying $1 of the national debt.
You can get about 10 bags in if you're quick before the timer ends, so you'll need to do this about 100 times.
