There are two ways to destroy enemy chronon harnesses. The first is to simply shoot them; enough shots (or well placed shots) will cause them to blow up and freeze/kill the enemy.
The easier/more fun way is to use Time Rush with the melee attack. When you charge an enemy wearing a chronon harness then melee attack them, you'll automatically do a finishing move which destroys the harness.
