In Act 3, at Ceratar's Hideout you will be told to visit two of three locations. Two of the locations will be marked as '???' and one will be the Shianti Archives.
To get this achievement, go to the rightmost "???" site first, then complete all story objectives there. When you are offered the chance to take the shield, refuse and you'll win this achievement.
