Go to main menu
Choose Single Player
Create Game → Set Difficulty to Deity, and select Peter (Russia) as your character
Then go to Advanced Settings.
Go down to Limit Turns
Change to Custom
set Max Turns to 1.
Start The game
On your turn build your city
select any research and production
end your turn the game will end and you'll have won.
