The "Treacherous" achievement unlocks when one finishes the quest, "A Warm Welcome."
After slaying the dragon who stole the Arisen's heart, return to Gran Soren and meet with the Duke. After he chases you off, return to what's left of "Downtown" Gran Soren.
Cut scenes will do the rest, and your achievement will unlock.
