You need to save Singh from getting killed.
During the first mission in Dubai, proceed through the level until you reach a cut-scene showing the weapons deal between Shepard and Singh. Immediately after this cut-scene you will have to make your way down an elevator and disable a helicopter. You need to reach the helicopter and disable it within 60 seconds or Singh will die. Simply follow the objective marker and try to avoid as many enemies as possible by hugging the left wall.
