There are a couple places you can achieve this, but the earliest will be during the first level. During the first conversation with Paul, choose to receive a sniper rifle, then proceed up to the top of the Statue of Liberty (where you meet Leo Gold but don't talk to him yet!). Look for the docks where you meet Harley Filbin and kill one of the enemies there to receive this achievement.
Hawk BirdThis is actually the only place you can achieve this, with one of the two enemies on the dock only.
