To get this achievement you need to pick up Jock's pistol which can be found in his apartment in Hong Kong. You'll find his apartment on Tonnochi Road right across the street from Maggie Chow's apartment. After meeting with Chow in her apartment, simply break the window she was looking out of, and jump across to Jock's balcony. You'll find the pistol on a table next to the front door.
