During your third and final visit to Hell's Kitchen, you can find the Rentons having an argument with JoJo in the Ton hotel behind the front desk. Kill JoJo before he can kill the Rentons and Sandra will say she's leaving for good. Now progress until the Abandoned Gas Station level and you will find Sandra under the bridge, near a group of homeless people. Talk to her to get the achievement.
