This achievement is earned by knocking a riot cop unconscious with a Stun Prod (Riot Prod). This can be done in Battery Park or Hell's Kitchen. The best way to do this is to stun them in the back as it's always a one hit way to render them unconscious (same with the baton if you're going for a non-lethal play through)
