Even though there have been a few updates and patches to the game and this is no longer the 'last' Angel upgrade anymore... this unlocked for me when I purchased the very last Angel upgrade (Let There Be Blood). The cost was 4 quinquadragintillion Angels.
FailcookieConfirming that as of today I was able to unlock the achievement by purchasing the "Forever and Ever" upgrade for 2 quinquadragintillion Angels. I did not need to buy all of the upgrades.
