The most straightforward way to achieve this is to use a Pyromancer in a battle or a Lord who uses fire magic (Archaeon for example). You need to pick the skill that reduces enemy fire resistance and just blast an enemy close to you with a Fireball. Assuming that this is not won by normally playing Empire or Chaos, you could setup a custom battle using Archaeon as Lord.
