Start the game as France, Start a war with England and conquer and claim the four provinces they have taken from France and this achievement will be yours. You do not have conquer the whole France region.
In the first war against England is best if you keep your fleet in the harbor and your troops on the mainland. if you need a second War, ship a large enough army up to your ally in Scotland before the War, and fight your way south. This is how you avoid having to deal with Englands large fleet.
