Build resistance comms in your base and upgrade them so that you can establish contact with all the regions in a continent. Each region on the map will have bars and circles on the map. To recieve the continent bonus you must establish contact with all the regions so that the bars are green, and place as many radio relays as their are circles on that continent. Doing this for every continent will net you this achievement.
