This achievement could be solved by the long and arduous process of memorizing every possible cipher and knowing the exact movements to solve each one - this should be feasible, with some cipher's being "technically" quicker than others if you know the perfect solution with no wasted time.
The easier method, however, is to use the item "Cipher" (Different from the puzzle you're solving) to complete the grid instantly - you can purchase the blueprint of this item for 500 credits in the market, then craft a cipher for 400 Ferrite, 400 Salvage, and 100 credits with a 1 minute build time. As long as you can click the button for the instant use of a Cipher within 5 seconds, this achievement will trigger.
Incidentally, these ciphers can also be used for the easy completion of the mastery test from rank 4 to rank 5; this test consists of hacking multiple terminals with a time limit involved, so with 10 ciphers your job is infinitely easier.
