This is an endgame achievement. It unlocks only after the final Ministry task, “Change Is Coming.” The task starts after you complete “Completion Report,” and it has a 120-hour timer. When the timer expires, you answer the phone and receive the ending evaluation.

Note: All of these actions will result in the Ministry giving you fines, so be prepared to keep some extra money on you at all times. Do not forget to check your bills tab. Danton will keep paying you, but you can supplement this by occasionally writing bribery letters to tenants.

I used this route in Government Elite Mode: Side with Danton / the rebels whenever possible

Key rebel-chain actions:

1. Mystery box: Accept Danton’s box and deliver it to Fulfledle Brukich. The quest gives access to later Danton tasks.

2. Under suspicion: When dealing with Antoine Grubic, search his apartment until you find out he is a government worker. When Danton calls, give him the information. For me, the call triggered immediately after I fulfilled Grubic’s “Creator’s Life” quest. The important part is that you continue the Danton chain, not that you protect the Ministry’s interests. Antoine will move out on his own. After the Mine Strike, the propaganda truck arrives.

3. No more propaganda: Wait for the phone call. Danton asks you to sabotage the propaganda truck. Agree. Talk to Justas Marchovich about the car and pick the option you want. I chose to do it myself, which meant I had to give him a bottle of rum (bought from Nathan) + using the screwdriver (also bought from Nathan). Now you need to enter the code 21.12.1864, the Great Leader’s birthday. Set the frequency to 101.9.

4. The butcher from Agloe: Move in Airel Johnson when the Ministry gives him to you. Wait until Danton calls and gives you the task. Search his apartment, find the medal, call Danton, and agree to kill the General. Use poison, the bomb, or the street-corner shooter.

5. Inga and Gerda Birkenfeld: After the Johnson / General part, the Ministry eventually gives you the Birkenfelds. Move them in.

6. Finish the “No more jokes” task. After Tick tock BOOM!, call the Ministry to report it.
This will trigger the Patriotic production task. You will get an anonymous phone call telling Carl to kill Inga Birkenfeld.

The “Gerda” way:

a) Search their apartment until you find foreign money.
b) Talk to Gerda about the money. Choose the “Turn her against her mother” option.
c) Persuade her. This costs 1000 reputation points.

The poison way:

a) Talk to Inga about her cough.
b) Buy Arsenic from Nathan, or obtain it from Sarah Wattermanch during the “Gathering Data” quest by choosing these specific dialogue options: Confront her, Refuse the bribe, Insist on her eviction, and then Stop the conversation. Alternatively, use Rat poison, which can be stolen from Dora Noel’s apartment.
c) Talk to Inga again and give her the poison as a “cough remedy”.

7. Ignore Citizen registration: After Inga dies, the Ministry tells you to write/send 5 tenant profiles. Do not complete this task.

8. Do not pay Bruno Hemp anything: After Bruno appears, talk to him and choose the dialogue option Refuse (follow the non-interference policy).

9. Wait for Change Is Coming to expire, then answer the phone.

10. During the epilogue, the achievement will pop.

Checklist - before the final phone call, make sure these are true:

- You really are in Government Elite Mode (:-D).
- You changed the propaganda truck to 101.9, not 81.6.
- You killed Airel Johnson for Danton.
- You killed Inga Birkenfeld during Patriotic production.
- You did not complete Citizen registration.
- You did not emigrate with Georg Dreiman.
- You did not pay Bruno $60,000 to “Save Yourself.”
- You waited for Change Is Coming to expire and then answered the phone.
