Difficult achievement.
You need to beat Wrath of Gods on max difficulty (60 victory points) within 90 turns.
Harder than the barbarian scenario for building your empire.
You should keep BtT DLC enabled for the Opulence victory points.
You should expand aggressively. Aim for 15 cities for about 30 victory points (there are over 30 city sites).
You should get 5-10 point from opulence.
You should build 5-10 wonders (10-20 points). There are no competitors.
You should complete 10+ demands. (but don't waste resources for this)
I won on the 3rd try at turn 89 with 13 cities, 8 opulence, 8 wonders and 12 demands.
Every playable nation has a different god (shrine) configuration.

- healing for frugal modifier and passive healing
- underworld for double minerals

Food can be solved by getting "Steward of the Land" trait. Need a Governor that is Inquisitive or Productive.
Wonders can be discounted (50%) by getting (Keeper of the Forbidden Secrets) event (from ruins) + Engineering. Prebuild Isthar Gate if available and complete it after you settled all cities (+100 culture).
Victory conditions:
- not being surrounded and constantly attacked by tribes and barbarians, need an ally
- not being constantly bombarded by disasters
- many orders, high income
- Carthage (hire with money) or nation with WAR god/shrines (for orders)
Disasters will periodically hit from each god. More often and harder if they don't like you.
Each god has a favorite disaster type. You should take that into account when choosing who to ignore.
The 4th god, which you abandon, will hit the most.
- don't build a lot next to large volcanoes
- don't build next to rivers (floods), reroll map if too many
- don't build on the coast (hurricane, tsunami)
- don't let important improvements get pillaged by barbs
Choose a main god, make him happy (+200 op) if the bonus is good, ally the tribe aligned with the god (+marry). War the other 3 as convenient (proximity or event driven).
The tribal ally is very powerful for protection and saving orders, they will reduce the number of raids and weaken nearby enemy tribes. Tribes at peace will also not spawn raids, they will sit at 7 units.
Start with Carthage and Builder and Hire tribes to victory. Or, start with Diplomat to ensure an alliance.

Start with RIDERS if available for +2 orders or TRADERS if capital has pearls/dye.
Get SERFDOM (5 orders).
Get DIVINE RULE (up to 2 orders per city) + OPEN PANTHEON (up to 4 orders per city)
If Indus DLC is enabled, harvest 34 resources for the 50 legitimacy Cognomen (5 orders). Cost is doubled due to seasons instead of years.
Tips:
- disasters won't kill units (1 hp)
- disasters won't move builders when constructing (wildfires might)
You are limited to 1 shrine per city. Each city gets a pagan religion. You can get a 2nd one if you build a shrine to a different god.
Culture events may give you free techs in cities with 2+ pagan religions. May trigger multiple times.
The more shrines you build, the less often disasters will hit.
