Michael Mamaril is a NPC that appears randomly across Sanctuary, I attach an image with the ubications where he will appear, you only need to found him and talk to him, he will gift you a weapon and the chievo will pop up.

Jarie SuisenAlso he only has a 10% chance of spawning. FINALLY found him for the first time. I hate achievements like this...
Thanks for linking to that map though! It shows exactly the 10 spots where can can spawn (the one in the Headquarters is at the bottom of the stairs, visible as soon as you open the door).
I finally found him standing by the bar near the slot machines, facing Moxxi.
