You’ll unlock this achievement almost at the very beginning of the game. Start your adventure with Episode I. When you’re on the Trade Federation battleship, destroy every object you come across. You should easily collect much more than 17,000 studs.

I don’t think the episode you start with really matters. I began with Episode I during my playthrough, but I believe you could unlock the achievement just as quickly if you started with Episode IV, for example.
