The main gate becomes accessible during Chapter Nine, 'Regrouping with Ernest Amano.' Before speaking with Ernest and Lauren, head right past the garage. Speak to the man with his daughter near the fountain. I recommend completing ‘Wright Over Here!’ at the same time, as they’re in the same area.
