I had completed both missions on hard - so unsure if the various dialogue you get throughout the missions count EG him telling you they'd already done a 360 sweep of the building if you go around the back of the Town Hall
What triggered it for me was repeatedly walking up to Parker outside the Town Hall repeatedly, and he gave various tips - I think he had 4 that he gave like this
