Personally for me I was able to get this achievement at 26 as that is when I unlocked the fifth upgrade to the Yippie ki yay skill.
Once you have your character to your desired level go to Southern Shelf - Bay and run to the western side of the map (Bandit Camp). There should be plenty of enemies there to kill.
