This is a "Legacy" Achievement, and this and the other 3 View counts are now unachievable legitimately, due to Team Fortress 2 being unable to keep up changes to YouTube API, and no longer work.

The idea is to get as many people to view your YouTube Video that was uploaded via TF2.
