After completing Level 3: The Hidden Fens, a villager will arrive with a gift. Talk to them, and once the dialogue ends, the villager will start playing music. Walk back over to them to unlock the achievement.
After completing the game, a villager will be playing music next to a dancing child in front of the lighthouse. Standing between them should make Noor dance.
