If you're in Act 3:
1: Respec with Withers, stay at level 1
2: Go to Bonecloak's Apothecary (via the Lower City Central Wall waypoint) and buy up all her ingredients.
3: Level up
4: Repeat 2 and 3 until you're rammed with ingredients.
5: Make potions
