For this you need to shoot your minigun (as Heavy) for around 1 minute and 45 seconds.

You can do this in spawn next to the supply cabinet.
ZilodacovaI would like to add, do NOT use a dispenser from an Engineer to do this. I did for about 5 minutes and did not get the achievement, successfully got it by using the spawn supply cabinet.
