Again, this is really an achievement you'd get from just playing the game normally. I'd recommend getting a high Luck level dweller and have them level up a lot in the Wasteland until they come back.

If you do get a high level dweller in the Wasteland, the achievement won't be gotten until they get back in the shelter.
