You must click on the kitty's paw to swat it away.
One easy place to do it is Chapter 2 - level 11 (the gray fork on a yellow background):
- tidy things up
- let the cat mess things up a first time
- DO NOT TIDY THINGS UP AGAIN (if you do and are too fast about it, you won't get the Bad Kitty achievement)
- make sure to click the kitty's paw and prevent it from grabbing the mat a second time
