**This achievement is MISSABLE**
At the end of the first level (Site 14), you will arrive at a helipad, greeted by the TF27 soldiers asking you not to shoot, since they are friendly.
Start shooting some of them until they become enemies.
Once they are enemies, grab one and toss them into the rotating helicopter blades.
