The handheld that is needed for this is at the end of the level with the football stadium, before going down to rescue been right before you're on the field turn up and jump, you should eventually come to a catwalk that's locked.
Once you shoot it the handheld device is at the very end
As for the game itself it's just Simon says, just make sure you get at least 30 points and the achievement will pop once you exit the mini game
