You must first unlock Expert dififculty. This is done by one of two ways. You can either progress to the warp gate at the end of Chapter 5 (this requires 95 stars) or complete all Grand Prix races on any difficulty. The latter is quickest!
Once you have done this, you will be able to play any event on Expert. You can essentially pick any event you want for the achievement, as per your personal preference.
