To get this, you need to unlock the Chronorang by collecting 90 Golden Cogs. Once you've done that, go to a time attack in any level, you have 2 options:
1. You could do a Time Attack you haven't done before with the Chronorang to get with ease
2. You could get a best time on any Time Attack with the Chronorang in hand if you already done them all
