This is a Storyline Quest, unmissable unless you don't play the main missions, which have a yellow border.
*** Spoiler - click to reveal ***You get this after you first see Gollum and follow his footprints in Wraith mode. After the scene at the cave when you interrogate/speak to him, it will pop up.
