It seems like races are run rarely if ever nowadays, but I just unlocked this by making a character in the current event league "Necro Settlers", got to level 8, and it unlocked. Seems as though you can unlock it by reaching level 8 in any current GGG event.
Private League races do not count for the achievement. They have to be official GGG races, or events.
