This achievement is available after you finish the quest "Touching the Sky." You can unlock it on the balcony where you claim Auriel's Bow.
Since the bow comes with 12 Sunhallowed arrows, shoot one directly into the sun to unlock the achievement. You can also do this with the Bloodcursed arrows you get from Serana after the main Dawnguard questline is over.
